Here's the jist.
There was a bar/club scene in a large building. This business had to leave out of town because the owner of the building is neglecting repairs to the roof. It's about to cave in!
The 2nd story building directly across from it is a hotel.
My great idea is to communicate with the owner of the caved in roof property with the owner of the hotel to create an agreement for renovations of the roof and at the same time building a 2nd story walkway between the two establishments.
In my pitch for acceptance, this would allow bar goers easy access to the hotel and potentially reduce drunk driving.
What are the rules for direct access to two separate buildings like this above ground? What are the job titles to the local individuals that can guide me?

First of all, this would be a tricky deal, but it is doable. I would suggest that you make a low ball offer to the place with the caved in roof. Get it tied up with a long contingency period, maybe up to 6 months. Tell the seller that you will need to get an architect and engineer involved to assess the damage and draw plans for the repairs. Then you will need to work with the city to get the plans accepted and passed. While you are doing this, you can approach the hotel with the idea. If you have the cash, it would be good to have the architect draw up some rough, preliminary plans to show the owner of the hotel. See if they are interested in buying the building you have tied up. If so, go for it. If not, start trying to sell it to someone else.
