If you received a Government Grant, there would be a contact that you would be able to call and verify everything. If there was some sort of security deposit needed (which is extremely unlikely) they would do it through a bank, not Western Union.
My advice... walk away. But, it's your decision to make, not mine.

I still think this is a scam. You should set up a bank account as well. You mentioned that these people contacted you in another post; it just all sounds bad. Like Stephan says they wouldn't use western union either. I think they would direct you on how to receive the money and it would probably take a long time for this whole process of applying and receiving the grant. It just doesn;t sound right.
